New Heddington Oaks Elder Care facility is a 214-bed skilled nursing facility. Steel frame structure includes over 100,000 square feet with intricate healthcare components requiring significant collaboration and coordination during the pre-construction phase and continued into the construction phase. Communication among all project parties was instrumental in its successful completion – safely, on time, and under budget, and achieved LEED Gold Certification – the first elder care facility to accomplish that rating.
“Working with River City has been the single best construction experience of my 35 years in the development business. With your preconstruction services we were able to flexibly budget and structure an approach that made great sense for Peoria County. Our strategy of using 70% complete drawings with post 100% adjustments for an early buy GMP of the MEP/FP saved the project about $2.5 million against our budget, and locked in about 40% of the project costs before construction drawings were complete and submitted to the state for approval. RCC made that work.

I thought you and Eric were great until I worked with Leanne, James and Joe-OK, I do admit, you and Eric are equal to your associates; everyone consistently under-promised and over-delivered. There was never a moment when I had reason to question the integrity of RCC or its people. From my perspective you always placed the County’s interest above RCC’s.
One final thing: Over the years I have experienced many construction companies that were good in the field or good in management and sometimes both. One area that always undermined the good performance in those two areas was back-office support that was either not thorough or not timely. In this case your back office performed at the same level as the rest of the company and I think that is not unusual for RCC. I know it seems like a small thing, but from an owner’s perspective having timely contract status and cost information enhances good decision making.”
